Managing multiple NPDES-permitted sites in South Carolina as a CEPSCI inspector
A CEPSCI inspector in South Carolina carrying compliance responsibility for eight to twelve active NPDES-permitted sites during peak construction season (April through October) is managing two constraints simultaneously: the seven-day inspection clock that runs on every site independently, and the 24-hour rain event trigger that activates across all of them at once after a significant storm.
The scheduling math during peak season
Each site on a seven-day schedule needs an inspection by the end of the same calendar day of the week as the last inspection. A 40-acre site with active grading, 800 linear feet of silt fence, three sediment basins, and inlet protection at a dozen locations takes two to three hours from arrival to departure. An inspector with ten active sites at that scale is running 20 to 30 hours of inspection time per week before driving time between sites is counted.
Rain event inspections do not reset the seven-day clock. A 0.5-inch event on a Tuesday means a rain event inspection is required by Wednesday, and the next seven-day inspection is still due on the same day as before the event. During active construction months in South Carolina, a portfolio of ten sites can generate 15 or more required inspections in a single week.
Where the capacity problem shows up
The 24-hour rain event requirement is the constraint that most often produces violations. A 0.5-inch event in South Carolina typically hits a large geographic area simultaneously. An inspector with active sites in Richland, Lexington, and Kershaw counties cannot physically reach all of them between first light and 8 AM for a ground inspection on each one.
Ground inspection of a full permitted site (full perimeter silt fence, interior basin conditions, inlet protection at every inlet) takes time proportional to site complexity. Large sites, sites with complex BMP networks, and sites that are physically difficult to walk on wet ground compound the problem. The 24-hour window is the schedule that breaks first.
Aerial documentation as inspection capacity
A drone covers a 40-acre site in 45 minutes from first light: the full silt fence perimeter, every sediment basin and trap, inlet protection at each inlet location, construction entrance condition, and any areas of active erosion. The deliverable is GPS-tagged photos organized by BMP category and a written condition summary using the same pass/deficiency/corrective-action language that goes into the SWPPP inspection log.
The CEPSCI inspector remains the qualified person of record. They review the aerial record, apply professional judgment to any borderline conditions, and sign the inspection entry. For an inspector with ten active sites on a weekly schedule, aerial coverage on the larger or more complex sites frees the schedule for sites that need ground-level follow-up, direct superintendent contact, or conditions that require direct physical assessment.

The logistics that make rain event response work need to be in place before a rain event: current site list with access contacts, a standing schedule understanding, and clarity on deliverable turnaround before each inspection deadline. Setting this up at the start of construction season is the practical approach. Setting it up after a midnight rain gauge reading is not.

The CEPSCI certification is administered through Clemson Extension in partnership with SCDHEC. The qualified inspector of record is responsible for SWPPP inspection compliance. The aerial documentation goes into the SWPPP as supporting documentation, not as a replacement for the inspector's professional review.
