The Lowcountry's coastal geography adds stormwater compliance complexity that inland construction markets do not face. Flat topography and high water tables mean sediment basins reach design pool levels faster after rain events than on higher-gradient sites. Proximity to tidal marshes, ACE Basin waterways, and coastal rivers makes discharge point documentation particularly important. SCDHEC's coastal district enforces the CGP with attention to sediment discharge to sensitive coastal and tidal receiving waters.

Many Lowcountry construction sites have BMP perimeters that border tidal marshes or drainage ditches with direct connections to tidal waterways. The discharge points and perimeter BMP conditions most relevant to water quality are frequently the least accessible on foot. A drone covers the full site perimeter including marsh-adjacent silt fence runs, sediment basin outfalls, and all discharge points in a single flight regardless of physical access conditions.

Charleston County averages over 50 inches of annual rainfall, with peak intensity from June through October. The 0.5-inch rain event trigger fires regularly during the summer construction season. Sites in the tri-county Charleston area can require ten or more inspection events per month during peak season, combining the seven-day schedule with multiple rain event responses.

The Charleston metro, including North Charleston, Summerville, Goose Creek, Mount Pleasant, and Johns Island, is the highest-volume concentration of active permitted sites in the Lowcountry. Beaufort County sites range from large resort community expansions in the Hilton Head and Bluffton areas to smaller residential and commercial projects in Beaufort proper and the MCAS corridor. Colleton and Jasper counties have a lower density of active sites but include large industrial and commercial projects along the I-95 corridor near Walterboro and Ridgeland.
